Policies allow Leaders to expand the productive capabilities of their Empire. They are found at City Hall in the Capital City and can be enacted by spending Policy Points. Policies cover a variety of different bonuses, from increasing Resource production to unlocking Units and Town Buildings.

Enacting Policies[]

To enact Policies, Leaders must spend Gold to unlock Policy Points. First, Gold must be deposited into the City Hall’s Treasury until it reaches a certain amount. Once a certain amount of Gold is deposited into the Treasury, a Policy Point will be unlocked. The amount of Gold required to unlock Policy Points will increase with each Policy Point unlocked. Note that any Gold deposited into the Treasury can NOT be reclaimed.

Once a Leader has Policy Points they can tap on either of the two Policy categories (Strategic and Industrial) to view Policies. Below the Policies will be a description of the Policy’s effects; dragging down the page will show the Resources and Policy Points needed to enact the Policy. If the Leader meets the requirements for enacting the Policy, they can set it in motion. Enacting Policies take time, after which they must be confirmed by the Leader to go into effect.

Rescinding Policies[]

At any point, Leaders can rescind Policies in order to retrieve Policy Points to spend on other Policies. This allows Leaders to redistribute and valuable resource as their strategies change. Once a Policy is rescinded, any effects imparted by the Policy are lost.

Note that Policy Points can never be lost once unlocked.

Strategic Policies[]

Strategic Policies usually benefit an Empire’s military capabilities, such as unlocking new unit types. It includes the Conquest Policy, which must be enacted in order to Conquer enemy Towns.
