City Hall

The City Hall is a Building found Capital Cities. It allows Leaders to enact Policies by spending Policy Points. Upgrading the City Hall results in increased upgrade speed for all Buildings.

Policies are upgrades that affect an entire Empire. They can be enacted with Policy Points, which must be purchased by depositing Gold into the City Hall's treasury. Policies can always be rescinded as a way of reclaiming Policy Points to spend on enacting other Policies.
